To further strengthen and improve ideological and political education, and to promote our study style construction, according to the actual situation of students in the Transportation College, we carry out the " Number One Scholar " and " Study Pacesetters" competition appraisal activities, which purpose is to guide students to work hard, forming a good study style of "diligent, rigorous, realistic and innovative", and to train builders and successors of socialist cause with good political quality, strong professional ability, and high organizing and coordinating ability. Upon study and decision of the College, the following Regulations are formulated.
Chapter I Regulations on the selection of " Number One Scholar "
Article 1 All undergraduate students (grade 2 and grade 3) enrolled by the State plan can participate in the selection of " Number One Scholar ".
Article 2 Selection conditions:
1. The student must have a correct learning attitude and clear learning purpose, not being absent from school without reason and handing in the homework on time.
2. The student should not only take the lead in studies but also actively participate in academic activities and social practice inside and outside the school.
3. The student must be outstanding, whose academic performance should be at the forefront of the grade. In principle, the average score of the examination courses should be above 90 points, with every single subject not less than 85 points, and the score of the investigate lesson should be above “Good”.
4.The student should do well in English, with strong listening, speaking, reading and writing abilities. His/Her performance in the National Foreign Language Test is required to reach an excellent level.
5.The student must be virtuous and participate in political learning activities actively. Meanwhile, he/she is supposed to have outstanding performance in various activities organized by the school.
6. The student should have good hygiene habits and should take an active part in physical exercise, with sports performance meeting the national physical exercise standard.
Article 3 In the evaluation process of " Number One Scholar", we shall fully promote democracy. First, the class recommends and put forward a list of primary candidates. Then after the examination and approval of the grade director, the list will be reported to the Student Affairs Leading Group to examine and approve for recording.
Article 4 The selection of " Number One Scholar " must be conducted in strict accordance with the selection conditions, and the direction, motivation and new ethos should be determined through the selection, to form a strong and positive learning atmosphere in the College.
Article 5 The " Number One Scholar" will be assessed once a year, and at least one student of the eligible grade should be selected according to the student's performance and academic performance of the previous year.
Article 6 Those who receive administrative punishments (including circulating a notice of criticism and above) must be disqualified from the evaluation of the " Number One Scholar " this year.
Article 7 Encouragement Policies:
1.The student who is awarded to be the " Number One Scholar " will get a bonus of 2000 yuan and 1 point will be added to the comprehensive score in the next year's scholarship evaluation.
2. Students who win the " Number One Scholar " will be named and commended at the student conference organized by the college. They will be listed in the history book of " Number One Scholar " and the honor will be written in their archives. And at the same time, they will be recommended as the preferred candidate for outstanding graduates.
3. If the winner is qualified to study for a master's degree directly, he/she is preferred to study for a master's degree without examination.
4. The "Number One Scholar" will add 1 point per time to his/her graduation comprehensive score.
5. If any fraud is found in the "Number One Scholar" evaluation, all qualifications of award evaluation shall be canceled and disciplinary action will be taken.

3. The "Study Pacesetters" will add 0.35 points per time to his/her graduation comprehensive score.
4.If any fraud is found in the "Study Pacesetters" evaluation, all qualifications of award evaluation shall be canceled and disciplinary action will be taken.
Chapter III Supplementary Provisions
Article 1 These regulations shall take effect on the date of promulgation.
Article 2 The right to interpret these regulations belongs to the Student Affairs Office of Transportation College.
